Dual Circulation and China’s Development

Abstract: In 2020, China proposed a new development paradigm centered on domestic circulation with a “dual circulation” model in which domestic circulation and international circulation promote each other. This new paradigm reflects a clear understanding of China’s development trend that saw its share of exports in the GDP declining steadily since 2006. However, the new paradigm does not necessarily mean that China should change its past policy of fully utilizing domestic and international markets and resources in economic development. Because of large economies of scale in modern manufacturing sector, China should continue to make full use of international markets.

About the Author: Justin Yifu LIN is Dean of Institute of New Structural Economics, Dean of Institute of South-South Cooperation and Development and Professor and Honorary Dean of National School of Development at Peking University. He was the Senior Vice President and Chief Economist of the World Bank, 2008-2012. Prior to this, Mr. Lin served for 15 years as Founding Director and Professor of the China Centre for Economic Research (CCER) at Peking University. He is Councillor of the State Council and a member of the Standing Committee, Chinese People’s Political Consultation Conference. He is the author of more than 20 books including Beating the Odd: Jump-starting Developing Countries; Going Beyond Aid: Development Cooperation for Structural Transformation, the Quest for Prosperity: How Developing Economies Can Take Off, New Structural Economics: A Framework for Rethinking Development and Policy, Against the Consensus: Reflections on the Great Recession, and Demystifying the Chinese Economy. He is a Corresponding Fellow of the British Academy and a Fellow of the Academy of Sciences for Developing World.



双循环与中国发展

摘要: 2020年中国提出以国内大循环为主体、国内国际双循环相互促进的新发展格局。2006年以来,中国出口在GDP中的占比持续下降,该新发展格局反映了对中国发展趋势的清晰理解。但新发展格局绝非意味着中国要在经济发展中改变其充分利用国内国际市场和资源的过往政策。鉴于中国在现代制造业领域的巨大规模经济,中国应该继续充分利用国际市场。


作者简介: 林毅夫,北京大学新结构经济学研究院教授、院长,北京大学南南合作与发展学院院长,北京大学国家发展研究院名誉院长。1994 年创立北京大学中国经济研究中心(现北京大学国家发展研究院),并担任主任一职。2008 年被任命为世界银行首席经济学家兼负责发展经济学的高级副行长,成为担此要职的发展中国家第一人。2012 年在世界银行的任期届满,返回北大,继续教学研究工作。林毅夫现任全国政协常委,国务院参事,曾任全国工商业联合会专职副主席,任第七、八、九、十届全国政协委员,第十届全国政协经济委员会副主任,十一届全国人大代表,十二届全国政协常委、经济委员会副主任。在国内外多个有关发展政策、农业、减贫的委员会、领导小组兼职。膺选为发展中国家科学院(原第三世界科学院)院士及英国科学院外籍院士,并获英法美加香港10所大学荣誉博士学位。主要著作:《战胜命运》《超越发展援助》《繁荣的求索》《解读中国经济》《新结构经济学》《从西潮到东风》《本体与常无》《中国的奇迹》等二十余册。并在国内外学术期刊发表100多篇论文。

Frontiers of Economics in China (FEC) is a double-blind peer-reviewed economics journal edited at Shanghai University of Finance and Economics(SUFE) and published by Higher Education Press of China. With 630 institutional subscribers worldwide and indexed in 10+ databases including EBSCO-BSU, EconLit, ESCI, ProQuest, RePEc and SCOPUS, the journal was ranked as one of “The Highest International Impact Academic Journals of China” in 2016, 2019 and 2020. Currently, the journal’s authors span 30 countries/regions and its readership covers more than 100 countries/regions in the world. 

The FEC welcomes submissions of theoretical and empirical papers from all fields of economics, particularly those with an emphasis on the Chinese economy and other emerging, developing or transition economies. While the journal is primarily interested in original research papers, it also welcomes submissions of opinion articles, literature surveys, and book reviews. 

Currently, the journal’s authors span 30 countries/regions and its readership covers more than 100 countries/regions in the world.
